The Philippine Board of Investments has issued a green channel certificate to a project under construction by Terra Energy, which is hailed as the world's largest solar array. The certification is intended to make the project development process simple.
The PHP185.28 billion (USD3.25 billion) project will be equipped with 3.5GW of solar panels and 4.5GWh of battery energy storage systems. The project covers an area of 3,500 hectares and will span the provinces of Nueva Ecija and Bulacan.
At the beginning of this year, the project held a groundbreaking ceremony. The project will be divided into two phases, with the first phase scheduled to be put into commercial operation in February 2026 and the second phase scheduled to be put into commercial operation in February 2027.
In July this year, the project also received the "National Important Energy Project Certificate" issued by the Philippine Department of Energy, which is only issued to national energy projects with a capital of more than US$59 million. Subsequently, the Investment Committee issued a green channel certificate for the project, which means that the project will receive preferential treatment such as simplified procedures and accelerated processing when applying for license approval.
Ceferino Rodolfo, deputy director of the Investment Development Committee, said: "Under the leadership of this government, the Philippines' current basic goal is not just growth. We are already the fastest growing economy in the region. What is more important is the economic transformation to turn the Philippines into a smart and sustainable manufacturing and service center, and what supports this will be the sectors and industries you are investing in."
According to data from the International Renewable Energy Agency, by the end of 2023, the Philippines has deployed 1.7GW of solar installed capacity. According to relevant departments, the Philippines' new photovoltaic installed capacity will reach 2GW this year.
